Founded in 1999, The African American Civil War Memorial Museum (AACWM) shares the largely unknown stories of the USCT who fought for freedom. The Museum aims to serve as an educational resource for its local, national, and international community. It provides various opportunities for visitors of all ages to learn about the life of African Americans before and after the American Civil War. Americans before and after the American Civil War. 

L.S. Caldwell & Associates, Inc. (LSC) is charged with negotiating and finalizing the compliance requirements for the project.  LSC served as the liaison between the Department of Employment Services (DOES) and the Department of Small and Local Business Department (DSLBD).

Specific strategies established to reinforce compliance conformance include:

LSC was responsible for:

  • Developing and maintaining a set of protocols for responding to any concerns/inquiries associated with the compliance aspects of the project.
  • Analyzing eligible contracts/dollars to assist in contract sizing, packaging, and subcontractor responsibility and subcontractor availability.
