The Maryland Aviation Administration (MAA) is a state agency of Maryland and an airport authority under the jurisdiction of the Maryland Department of Transportation. The agency owns and operates Baltimore/Washington International Thurgood Marshall Airport (BWI) and Martin State Airport (MTN).  MAA Office of Fair Practices (OFP) administers the State of Maryland Minority Business Enterprise (MBE), Small Business Enterprise (SBE) and the Veteran-Owned Small Business Enterprise (VSBE) Programs, as well as the Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) Programs for contracts that receive assistance from the U.S. Department of Transportation (USDOT).  OFP is also responsible for the enforcement of contract provisions and regulatory compliance.

L. S. Caldwell & Associates, Inc. (LSC) was charged through its contract with The Temple Group with the responsibility of supporting the MAA’s Office of Fair Practices. In this capacity, LSC assisted in implementing and monitoring the state-funded MBE and VSBE Compliance Program on MAA’s multi-year, multi-award task contracts. In conjunction with MAA Construction Management and Inspection Services, LSC supported the regulatory contract compliance activities set forth by the Code of Maryland (COMAR) and Federal regulations as required.

Within scheduled guidelines, LSC completed the following tasks:

  • Monitored task order awards to ensure that established task order participation goals were being adhered to.
  • Conducted site visits to monitor and verify that MBE/VSBE contractors were performing their contractual obligations.
  • Conducted office visits to monitor, verify and ensure that the Prime Contractors comply with the solicitation requirements.
  • Conducting verification process to ensure that all subcontractors receive payment.
  • Determined task order goal analysis based on scope of work and availability of MBE/VSBE certified firms.
  • Identified and analyzed federal and local laws and regulations containing contracting and employment compliance mandates; developed a strategic plan to achieve requirements and goals.
  • Monitored MBE performance and compliance with local, state and federally mandated guidelines; developed, implemented and monitored monthly contracting and employment reporting for contractors and subcontractors.
