The Stanton Square project will comprise of mixed income housing development, including both rental and for-sale units, along with a non-profit Community Service Campus.  Located on Pomeroy Road, in Southeast Washington, DC, this project will be constructed by Hamel Builders, selected by the Developer, as the General Contractor Stanton Square will feature 121 affordable rental apartments and 42 three-story colonial style townhomes.

L.S. Caldwell & Associates, Inc. (LSC) is charged with Compliance oversight for the project.  LSC will serve as the liaison between the Department of Employment Services (DOES), the Department of Housing and Community Development (DHCD), the Department of Small and Local Business Department (DSLBD) and Project Contractors to ensure that CBE and Employment participation quotas are achieved.

Specific strategies established to reinforce compliance conformance include:

  • Compliance Training for contractors responsible for submission of regulatory compliance reports. The training is comprehensive and offered via LSC proprietary COR software.
  • Collaborate with Project Shareholders and the District of Columbia, Department of Employment Services in initiating implementation of the First Source Employment Agreement to define Apprentice requirements for the project.
  • Assist with the development of the project’s CBE plan and the coordination of outreach events to promote community participation from the qualified contractor pool.
  • Develop and maintain a set of protocols for responding to any concerns/inquiries associated with the compliance aspects of the project.
  • Conduct site visits to ensure standard compliance activities are executed in accordance with applicable local laws and regulations.
  • Analyze eligible contracts/dollars to assist in contract sizing, packaging, and subcontractor responsibility and subcontractor availability.
  • Monitor and track reporting requirements for all trades that have specific contracting and employment goals associated with them.
  • Attend contractor meetings as required to provide guidance on project compliance issues.

PROJECT MANAGEMENT

  • With Client input and approval, designed a strategic plan for confirming CBE/SBE interviews. 
  • Provided research for database management and other marketing technical/administrative support. 
  • Attended outreach meetings as needed to support the identification of interested CBE/SBEs. 
  • Researched, identified and contacted CBE/SBEs to register for the Trade Procurement Briefings. 
  • Overseeing on-site registration and Briefing coordination. 
  • Created all on-site signage, registration documentation and captured photo images of the Briefings. 
  • Provided client with a follow-up report, outlining all deliverables and statistics for the Briefing.

COMMUNITY OUTREACH

  • Researched & identified organizations to help disseminate Procurement opportunities. 
  • Created and produced various materials, i.e. a flyer that illustrated all opportunities available & information regarding the Trade Procurement Event. 
  • Responsible for confirming CBE/SBEs attendance by forwarding companies follow-up registration emails.
