L. S. Caldwell & Associates, Inc. (LSC), a full service Contracting and Employment Compliance firm (www.lscaldwell.com), is seeking a part-time bilingual (Spanish-English) Labor Compliance Analyst to join the team in Philadelphia, PA.
The analyst performs site visits, field interviews and coordinates with contractors and subcontractors on assigned projects to verify worker titles, duties assigned and performed, employers of record, and other information to ensure compliance with applicable employment regulatory requirements. Position requires candidate to travel to project sites throughout the City of Philadelphia, conduct site visits and job walks, perform interviews with a random sampling of tradesman onsite, and report activities on a bi-weekly basis.
Essential Duties & Responsibilities
- Perform site visits and interface with contractors, subcontractors and local government offices to verify employment participation and worker function.
- Ensure up-to-date employment postings in accord with federal and local legislation.
- Respond to prevailing questions/concerns/matters that may arise from contractors and construction workers.
- Maintain current working knowledge of applicable laws, regulations and requirements.
- Write up interview reports on every site visit employee review.
- Write ad hoc reports on instances of non-compliance and inform contractors and subcontractors who are not achieving participation goals.
- Respond to requests regarding certified payroll reports and/or other payroll related/labor compliance documents.
- Track changes and updates to applicable local, state and federal labor compliance regulations and standards.
Required Skills
- Ability to perform on-site visits.
- Must have personal transportation.
- Spanish and English fluency required
- Must have a clear understanding of construction practices and workforce diversity initiatives and issues.
- Must have excellent writing, communication, and critical thinking skills with the ability to work independently and manage multiple tasks simultaneously to meet tight deadlines.
- Experience with Davis Bacon Wage Act, Certified Payroll processes; LCP Tracker experience preferred but not required.
Minimum Education and Experience
- At least two (2) years’ experience in employment compliance, government procurement, construction management, or similar function; Bachelor’s degree desired.
