L. S. Caldwell & Associates, Inc. (LSC), is a full service Employment and Contracting Compliance/Business Development firm located in Washington, DC. We are seeking a full-time Project Manager to join our team.
Position Description
The Project Manager will be the primary point of contact for clients and will supervise project team support members. This position will be responsible for ensuring contract compliance via data collection, management, data analysis, and record maintenance. Train internal and external stakeholders on contract compliance processes and procedures. The PM will assist with advocacy, attend outreach events and support vendor development. Experience with Davis Bacon Wage Act compliance and certified payroll review a plus. Prior experience with affirmative action and equal opportunity regulations, principles, and practices is desired but not required. Construction experience a plus.
Required Skills
- Knowledge of project management, regulatory compliance skills, PMP Certification preferred;
- Excellent writing, communication, and critical thinking skills. Must demonstrate ability to work independently and manage multiple tasks simultaneously to meet tight deadlines.
- Ability to deal effectively with vendors, suppliers, contractors, and government officials in person and over the telephone;
- Ability to maintain or oversee the maintenance of records and databases as well as prepare narrative, written reports, and recommendations;
- Ability to establish and implement effective monitoring systems and procedures;
- Ability to perform outdoor related activities associated with on-site reviews.
- Intermediate level proficiency with MS Office applications (skills will be tested).
Minimum Education and Experience
- Three (3) to five (5) years’ experience in Project Management;
- Bachelor’s degree in business administration, accounting, public administration, economics, supply chain management, industrial management, or similar discipline.
Core Duties
- Manage all post-award contract activities that impact contract participation and utilization. Serves as point-of-contact (POC) to procurement office;
- Research and resolve vendor complaints regarding compliance, including contract disputes, nonpayment and utilization;
- Track, monitor and report contract participation and/or compliance with contract requirements, commitments and in field activity;
- Evaluate vendor, supplier, and/or contractor subcontracting plans. Analyze plans for good faith efforts toward regulatory compliance.
- Conduct compliance training with internal and external stakeholders. Develop applicable training materials;
- Collect, maintain, monitor and report contractor data in accordance with appropriate policies and contract requirements.
- Conduct job site visits and interviews to monitor participation efforts for each project and address any issues needing corrective action.
- Maintain current working knowledge of applicable laws, regulations and requirements.
