The developer, Millennium Partners constructed a mixed-use development anchored by Ritz Carlton Hotel consisting of arts theaters, several low rise residential buildings and a pedestrian plaza on the historic Georgetown waterfront and site of the old incinerator. Preserving the incinerator and smokestack as a design feature, the $150 million project used land given to Millennium Partners by the District of Columbia Department of Housing and Community Development (DHCD).In accordance with D.C. law governing the property exchange, Millennium Partners had entered into employment and contracting agreements with the city government and had the required goals of thirty five percent (35%) Local, Small and/or Disadvantaged Business Enterprise (LSDBE) contracting participation, ensured fifty one percent (51%) of new employment opportunities are provided to District residents and developed Apprenticeship Training Programs to expand and enhance the District workforce. L. S. Caldwell & Associates, Inc. was selected to lead the effort of the Office of Employment and Contracting Opportunities by redeveloping, implementing and monitoring an affirmative action plan for the developer to achieve the required goals. At the conclusion of the project, Millennium Partners exceeded the thirty five percent (35%) goal, with ninety seven (97) District of Columbia residents employed as a result of new job opportunities created by this Project. Sixty point nine percent (60.9%) of eligible new job opportunities were filled by District residents.

 

Within scheduled guidelines, L. S. Caldwell & Associates, Inc. also completed the following tasks:

  • Analyzed eligible contracts/dollars to determine LSDBE availability based on contract sizes, packaging, bonding requirements, subcontractor responsibilities, etc.
  • Coordinated the efforts of the developer, the general contractor and various business associations and community organizations toward LSDBE identification and development of successful LSDBE relationships. Additionally, worked with these groups to assist in assuring specific commitments and economic developments benefits accrue to the local community and the District community at large.
  • Communicated with prospective bidders to clarify contracting and employment goals and support their efforts to achieve those goals.
  • Developed instruction manuals and trained Millennium Partners, the general contractor, Bovis Lend Lease, Inc. and other contractors responsible for achieving contractor participation on the LSDBE program policies, reporting documents, implementation plan and applicable government regulations; and developed and distributed related policy manuals.
  • Developed new and/or implemented existing training and support programs to assist contractors on the project, in particular, firms seeking LSDBE certification.
  • Worked with the D.C. Department of Employment Services, Apprenticeship Office to assist firms seeking Apprenticeship Program certification.
  • Detailed and tracked reporting requirements for all trades that had specific contracting and employment goals associated with them.
  • Monitored reports from project contractors from the general contractor through the second tier or specified minimum contract dollars; substantiated contracting and employment goal progress with confirmed documentation.

1  Eligible new job opportunities are defined as new job opportunities created by non-union Project contractors. Non-union contractors have greater control over the residing jurisdictions from which employees are hired. Union contractors are subject to collective bargaining agreements which take precedent over the First Source Employment Agreement, and therefore union contractors have less or no control over the residing jurisdictions from which employees are hired. The impact on Project employment numbers is as follows: 1) The total number of new hires for the Project is two hundred and seventy six (276); 2) The total number of district residents hired is ninety seven (97); 3) The total number of hires in eligible new job opportunities is one hundred and ten (110); 4) The total number District residents hired in eligible new job opportunities is sixty seven (67); and 5) The percentage of District residents hired is for eligible new job opportunities is 67/110 or sixty point nine percent (60.9%).
