The ENR North project is the third installation of the Enhanced Nitrogen Removal Program at Blue Plains. It involves mechanical and electrical upgrades to the current aeration tanks on site, as well as the replacement of air diffusers and associated piping, valves, and controls. These upgrades will contribute to overall nitrogen removal processes and assist with meeting new total nitrogen waste load allocation. Ulliman Schutte Construction was awarded this project, which has an estimated $60 million dollar cost. Design and construction were originally set to be completed by June 2016, but the final completion date was extended to May 2017. It is currently 95% complete.

LSC’s specific roles include:

  • Enforcing M/WBE contracting requirements.
  • Coordination of subcontractor approval process.
  • Acting as a liaison between AECOM and the DC Water Department of Engineering and Technical Services.
  • Training subcontractors on compliance requirements such as Davis-Bacon prevailing wage rates, certified payroll, and M/WBE reporting standards.
  • Review certified payrolls and apprise prime or subcontractors of any issues.
  • LSC also performed site visits and conducted Department of Labor interviews for employees subject to Davis-Bacon rates.
  • Developed and implemented an outreach programs to assist prime contractors with procuring M/WBE participation and potential employees in an effort to meet local hiring goals.
  • Developed data collection forms in an effort to track both M/WBE and non-M/WBE participation on project contracting opportunities. Provided monthly training to subcontractors on project requirements and provided monthly contracting reports as required.
