The Government of the District of Columbia (the “District”), through the Office of the District of Columbia Department of General Services (“DGS”), will develop these facilities which will house approximately 35 families at the Ward 7 Facility.

L.S. Caldwell & Associates, Inc. (LSC) is charged with Compliance oversight for the project.  LSC will serve as the liaison between the Department of Employment Services (DOES), the Department of Small and Local Business Department (DSLBD), Department of Housing and Community Development (DHCD) and Project Contractors to ensure that CBE and Employment participation quotas are achieved.

Specific strategies established to reinforce compliance conformance include:

  • Compliance Training for contractors responsible for submission of regulatory compliance reports. The training is comprehensive and offered via LSC proprietary COR software.  Davis Bacon certified payroll training is included.
  • Collaborate with Project Shareholders and the District of Columbia, Department of Employment Services in initiating implementation of the First Source Employment Agreement to define Apprentice requirements for the project.
  • Conduct site visits to ensure on-site compliance activities are consistent with governing legislative authority.
  • Assist with the development of the project’s CBE plan and the coordination of outreach events to promote community participation from the qualified contractor pool.
  • Develop and maintain a set of protocols for responding to any concerns/inquiries associated with the compliance aspects of the project.
  • Conduct site visits to ensure standard compliance activities are executed in accordance with applicable local laws and regulations.
  • Attend contractor meetings as required to provide guidance on project compliance issues.

Reports and data are submitted to LSC via our proprietary system COR.  PMs communicate with Clients through emails, phone calls and in person meetings.  PMs are required to provide meeting minutes for all correspondence and save them electronically on our digital filing system and physically (as needed) in our secured (locked filing cabinets).  Client received our reports electronically through emails or through physical publication (when requested).
