The City of Titusville has performed an analysis and modeling of its sewerage system and is moving forward with an aggressive schedule of pipe replacement and improvements to reduce and/or eliminate potential vulnerabilities to breaks and leaks and their negative environmental impacts.

Solutions to aforementioned findings are as follows: Replace existing force main with new force main (9,400 feet of 16-inch PVC piping). The new force main to be located on the west side (opposite from lagoon) of rights-of-way. Demolition of the existing dewatering building, replacement of the existing dewatering trailer equipment with vacuum drum dewatering equipment, construction of a new dewatering building and secondary sludge thickener, and replacement of the existing recovery pond.

 

L. S. Caldwell & Associates, Inc. (LSC), as the contract compliance officer, is responsible for implementation, documentation of efforts and monitoring Davis Bacon Acts. Within scheduled guidelines, LSC will complete the following tasks:

 

Conduct compliance training to review compliance legislation, regulations and penalties related to Davis Bacon.

 

Training sessions include the review of:

Ø Certified payroll requirements

Ø Wage determinations

Ø Fringe benefits

Ø Compliance site interviews

Ø Pay restitutions

Ø Conformance requests

The following strategies were established and implemented:

Monitor and track certified payroll submissions to ensure adherence to federal rules and regulations include:

Ø Perform Davis Bacon regulatory citation research and provide findings to AECOM relevant to certified payroll requirements.

Ø Investigate and calculate underpayment of wages and issue pay restitutions as necessary*

Ø Conduct site interviews in accordance with US Department of Labor (DOL) rules and regulations for the remainder of construction.

Ø Manage Form 1444 contractor submission process for new wage categories and related rates for trades not identified in the wage determination.

Ø Monitor, review, track and investigate certified payroll reports.

Ø Track, investigate and report compliance reporting discrepancies.

Ø Provide weekly and monthly project compliance reports to AECOM as well as selected City officials.
