The Frederick Douglass Tunnel Program aims to modernize and transform a 10-mile section of the Northeast Corridor (NEC) between Washington, D.C. and New Jersey over ten (10) years. It includes the construction of two new high-capacity tunnel tubes for electrified passenger trains, new bridges, track, rail systems, and infrastructure. The existing B&P Tunnel in Baltimore, which dates back to the Civil War era, will largely be replaced by the new Frederick Douglass Tunnel.
L.S. Caldwell & Associates, Inc. (LSC) is charged with Compliance oversight for the project. LSC served as the liaison between the Department of Employment Services (DOES), the Department of Housing and Community Development (DHCD), the Department of Small and Local Business Department (DSLBD), the Developer and Project Contractors to ensure that CBE and Employment participation goals were achieved.
Specific strategies established to reinforce compliance conformance include:
LSC was responsible for:
- Developing and maintaining a set of protocols for responding to any concerns/inquiries associated with the compliance aspects of the project.
- Identifying, research and reviewing all workforce, employment and contracting compliance requirements inclusive of federal, state, local, AMTRAK and/or AECOM legislative, regulatory and policy/procedural requirements, impacts and review of contract language.
- Monitoring and tracking reporting requirements for all trades that have specific contracting and employment goals associated with them.
- Charting all types of compliance requirements based on weekly, monthly, quarterly, annual etc. deliverables and impacts; develop contracting and employment requirements compliance package.
- Reviewing and submitting required compliance reports to various agencies
- Providing LSC’s proprietary online Compliance Online Reporting System (CÔR) that tracks, monitors and reports CBE spending, including an explanation of goals, local policies, and reporting requirements, including completion of required forms.
- Overseeing project workforce development goals and implementation. Work with listed and all other pertinent organizations, subcontractors or entities responsible for delivering compliance tasks and develop/deliver training for their use of CÔR to submit data.
