Disston Recreation Center is a 2.9-acre facility with playground equipment, a sprinkler, a hockey court, sports fields, and a basketball court. A four-room recreation center hosts a variety of community activities and programming. 

L.S. Caldwell & Associates, Inc. (LSC) is charged with EOP Monitoring for the project.  LSC serves as the compliance liaison between the City of Philadelphia Rebuild Office, and General Contractor to ensure that Contracting and Employment participation are monitored and reported relative to project goals and requirements.        

Specific strategies established to reinforce compliance conformance include:

WORKFORCE PARTICIPATION MONITORING

  • Obtain payroll data from LCP Tracker; compile bi-weekly and cumulative workforce diversity data.
  • Analyze construction workforce diversity data to highlight results, trends and identify risks.

CONTRACT PARTICIPATION MONITORING

  • Analyze M/W/DSBE participation data, comparing commitment to actual payment made to M/W/DSBEs. 
  • Track payments to contractors/subcontractors and monitor actual payments relative to goals.
  • Submit bi-weekly contract participation reports.

STRATEGIES FOR SUCCESS

  • Collaborate with Project Stakeholders in reviewing and analyzing the project EOP Budget and Plan, Bid packages, project schedules, payment applications and subcontractor invoices. 
  • Conduct site visits to ensure on-site compliance activities are consistent with governing legislative authority. 
  • Develop and maintain a set of protocols for responding to any concerns/inquiries associated with the compliance aspects of the project.  
  • Attend contractor meetings as required to provide guidance on project compliance issues that require clarity to mitigate the occurrence of possible adverse reporting.  
  • Attend meetings with Rebuild office to review compliance matters and address non-compliance, deficiency of Employment and/or Contracting Participation
