Located on a 42-acre site in non-tidal wetlands that drain to the Anacostia River, north of Route 50 (New York A venue), east of South Dakota Avenue, south of 33rd Place, and south and west of Ft. Lincoln Drive, Washington, DC was the proposed construction of The Shops at Dakota Crossing, a retail shopping center.

There were approximately 0.90 acres of wetlands on the site which were rated as “low” in a Wetland Assessment. To manage storm water at the site, a stormwater management pond already existed south of New York Avenue, NE to accommodate the majority of the drainage from the site. Further east was a second stormwater management pond which drained a small portion of the site. This pond served the project and a residential Planned Unit Development across Fort Lincoln Drive, NE.

Work performed onsite included:  Erosion Controls, Traffic Control, Earthwork and Grading and construction of Retaining Walls.

L. S. Caldwell & Associates, Inc. was retained to implement mandated contracting and employment compliance requirements and to assist Project subcontractors in complying with DC Department of Employment Services (DOES) and the Department of Small and Local Business (DSLBD).

The following strategies were established and implemented:

  • Acting as the liaison between District Agencies.
  • Conducting Compliance workshops to introduce reporting procedures as required by the District.
  • Notifying the CBE contractors of available subcontracting opportunities.
  • Tracking and monitoring of all contracting and employment on the project.
  • Tracking and monitoring all weekly certified payrolls for the project.
