The Gifford Playground Project located at 575 Tomlinson RD, Philadelphia, Pennsylvania.  The project is currently under construction and is scheduled to be completed by late November 2019, or depending upon weather, it could be completed by May 2020.  The contract for the Gifford Playground project is held by the Philadelphia Redevelopment Authority and the General Contractor is BSI Construction.

L. S. Caldwell & Associates, Inc. (LSC) was retained to be the EOP (Economic Opportunity Plan) Monitor to ensure mandated contracting and workforce compliance requirements are met and to assist project contractors in complying with EOP goal requirements.

WORKFORCE PARTICIPATION MONITORING

  • Obtaining payroll data from the contractor and compile bi-weekly and cumulative workforce diversity data.
  • Analyzing construction workforce diversity data to highlight results, trends and identify risks.
  • Coordinating with representatives of the building trades, as appropriate.
  • Performing site visits periodically to verify workforce participation.
  • Attend project meetings bi-weekly, or as otherwise requested by the Rebuild Office.

CONTRACT PARTICIPATION MONITORING

  • Analyzing M/W/DSBE participation data, comparing commitment to actual payment made to M/W/DSBEs.
  • Tracking payments to contractors/subcontractors and monitoring actual payments relative to goals.
  • Submitting contract participation reports monthly.
  • Performing site visits and contact the grantee, contractors, subcontractors, and other City departments as necessary to verify contract participation.

OTHER OVERALL MONITORING

  • Monitoring contractor compliance through frequent communication, data collection, site visits, and participation in project meetings, as necessary.
  • Identifying, investigating, reporting on, and resolving discrepancies in the data, as necessary.
  • Evaluating contractor’s compliance with contract goals.
  • Providing advice to the Rebuild Office on actions to be taken in the event of non-compliance and on the pros and cons of alternative actions.
