The Filtrate Treatment Facility is the fourth installation of the Enhanced Nitrogen Removal Program at Blue Plains. It is a newly built facility that will consist of concrete tanks, a pump room, and a pipe gallery. Adjacent to the treatment facility will be an electrical and phosphorus building, sludge digesters, and belt filter presses. In addition to its general uses, the Filtrate Treatment Facility will assist in pre-treating the liquid sidestream system to reduce the impact on Blue Plains’ current biological treatment operations. The establishment of the Filtrate Treatment Facility will also dramatically decrease chemical usage at the plant. PC Construction is the prime contractor award this contract. This project has an estimated budget of $85 million dollars. It was slated to be completed in February 2016, but final completion will take place later in the year.

L. S. Caldwell & Associates, Inc.’s specific roles on this project consist of:

  • Enforcing M/WBE contracting requirements.
  • Coordination of subcontractor approval process.
  • Acting as a liaison between AECOM and the DC Water Department of Engineering and Technical Services.
  • Training subcontractors on compliance requirements such as Davis-Bacon prevailing wage rates, certified payroll, and M/WBE reporting standards.
  • Review submitted certified payrolls and apprise prime or subcontractors of any issues.
  • LSC also performed site visits and conducted Department of Labor interviews for employees subject to Davis-Bacon rates.
  • Developed and implemented an outreach programs to assist prime contractors with procuring M/WBE participation and potential employees in an effort to meet local hiring goals.
  • Developed data collection forms in an effort to track both M/WBE and non-M/WBE participation on project contracting opportunities. Provided monthly training to subcontractors on project requirements and provided monthly contracting reports as required.
