DC Water’s Main Process Train (MPT) project is a major upgrade of the Biosolids management system at the Blue Plains Advanced Wastewater Treatment Plant. This $208 million upgrade will design and install the world’s largest Cambi thermal hydrolysis process (THI’) system. This is also the first installation of the Cambi technology in the United States. The design will include Biosolids blending and screening, pre-dewatering, THP, and four new 3.8 MGD digesters. MPT is the largest of the four projects that comprise the overall Biosolids Management Program at Blue Plains. This project will produce Class A Biosolids and along with the overall program will reduce the overall volume of Biosolids hauled off site by over 50 percent while generating fourteen megawatts (14 MW) of power from biogas.

PC/CDM has contracted with L. S. Caldwell & Associates, Inc. (LSC) as the Project Compliance Officers for the MPT, to perform the following services:

  • Develop and implement an MBE/WBE participation program.
  • Analyze eligible contracts/dollars to assist in contract sizing, packaging, subcontractor availability and responsibility.
  • Develop report mechanisms and provide instruction to the developer and all project contractors regarding tracking and reporting efforts to reach employment and contracting goals.
  • Monitor and track reporting requirements for all trades with specific contracting and employment goals.
  • Developed and administer a Contracting, Employment and Community Participation Compliance Program to maximize utilization of M/WBE enterprises as well as the employment of residents within all DC Water User Jurisdictions.
